GSM/GPRS LA

This parameter sets/queries the Fill Bits format for the LAPDm frames. When the parameter is set to Fixed, the LAPDm Fill Bits are set to a fixed value - 0x2B. When the parameter is set to Random, the LAPDm Fill Bits are set to a random value according to 3GPP TS04.06 V8.4.0.
